i have an Intel Xeon W3520, 24gb ddr3 1600 mhz ram, and a GTX 1060 SC 6gb EVGA video card, when i play games like gta v nothing runs at 100 percent but i get low fps, is it possible that my ram is to slow?
The CPU may be bottle necking your system depending on what settings you're running. Along with that try turning down the settings to see what that does for you, the amount of ram you have is sufficient for nearly anything for awhile.

doesnt matter.... slower and less efficient architecture. plus the bandwidth bottleneck from being pcie v2.

I mean, thats where the bottleneck is. So if its an issue for you then its time to update. If you cant do that, then you'll have to decrease the settings in games to achieve a higher frame rate.
You didn't mention what FPS your getting, what resolution or setting you are playing GTA V so it had to say. Also have you tried other games or is it only GTA V with the issue ? Are you running the newest video cards drives etc really not enough information.

drivers are up to date, gta is pretty much the only game im having a problem with, i currently have settings at very high and get 40 to 50fps
