Low fps on new zotac gtx 770

Sorry about that. I'll keep it as simple as I can.
My specs are:
Asrock h77 pro 4 MVP
i5 3450, 3.1 ghz
Zotac gtx 770 2gb
Corsair vs650
Corsair 16 GB Ram (8x2)
WD caviar green 2tb
Gaming resolution: 1366x768

My problem:
Low fps on crysis 3 welcome to the jungle level, (min:12 and max: 35) with everything maxed out
Max 36 fps on metro last light on ultra settings
Constant 60 fps on less demanding games (FIFA 14, Assassins Creed 2 and Skyrim)

Additional info:
CPU and GPU temps seem to be stable with the latter going as high as 72 degrees
No dust build up
Updated drivers (337.88)
Updated mother board bios (1.70)
checked all the connections (both 6 and 8 pin connectors plugged in nicely)
Tried older gpu drivers to no avail
Fan speed is fine too and so are the clocks
Lowered the in game settings and fps increased by only 6 or 7
Vsync was off all the time

From what I have read, a 770 should perform way above the stats I've posted above. Could it be a faulty card? Or is it the wrong psu? I also ran driver sweeper to make sure the old files were removed. Upgraded from a palit gtx 660 which performed way better.
