LOW FPS PowerColor R9 290x Dual, Triple.

Guys I am at the end of my rope here I don’t know what else to try in order to boost my FPS up. I am getting an average of 30 to 70 on BF4 and on Titan fall less than 30. Here are some of the things that I have tried. I have tried running single card, two cards, and 3 cards and all with the same result. The temps on all the cards never go over 80 and CPU never over 45. Also tried DDU safe mode reinstalled all the drivers (nothing), tried different drivers versions (nothing) unparked all cpu cores (nothing). I had my motherboard replaced once, and all my cards as well (nothing). Like I said gaming is horrible I can never get a steady 60+ FPS. Any suggestions would be greatly appreciated guy. HELP HELP HELP please. Here are some screen shots and some benchmarks reports.(these were done using dual cards and crossfire enable.)

Processor: AMD FX 9590 4.79 GHz (water cooled custom loop)
MainBoard: Asus CrossHair V Formula Z
Ram: G-SKILL Sniper 8GB DDR 3 1600 (2 sticks total of 8GB)
Graphics: PowerColor R9 290x (3 of them have tried running single, double)
Power Supply: EVGA 1600 Watts 80 plus Platinum
Hard drives: Kingston HyperX 3K SH103S3/120G SSD (4 of them running raid 0)
 
here is an update on the problem above. Did a clean windows installation and the problem persists. How can my if you see the images above of the graph you can see that the GPU line is above the CPU indicating that there is a problem in the GPU in other words "bottlenecking" can anyone explain this? who's bottlenecking who? What can I do to fix it? Anyone please?
