Question low fps regardless of graphics settings after improved motherboard swap in good pc

I have a geforce 1070 ti with and in intel-i7
I recently put in a asus b85m-g motherboard after my last one had died. I get max 30 fps in games I could run fine before. Changing the graphical settings does not affect performance or fps. please help! I have uninstalled and reinstalled my graphics drivers and done a complete reset with windows 10. The pc recognizes the graphics card as well. Im completely lost and have not been able to find any answers, please help!
