Question Low FPS - RTX 2080 TI I9 9900K

Hi all!

Recently I upgraded my CPU to work better with my GPU. I was expecting a noticiable boost on performance in all games. My problem is, I don't notice any performance boost at all, even some games runs worse than before.

I have the latest BIOS version, Graphics card version, intel version, windows 10 pro version
Temps are not an issue since I have liquid cooling

My specs:
CPU: I9-9900K 3.6 Ghz (With game boost goes up to 4.8-5 GHz)
GPU: RTX 2080 TI 12 GB
Motherboard: MSI Z390 PRO CARBON AC
PSU: 1000 W
RAM: Corsair 32 GB (2x16) 3200 Mhz (XMP activated in BIOS)
HDD 1 TB
SSD 500 GB

I have a 2k screen 165 hz refresh rate

Games I have tested so far:
AC Odyssey (probably the worst in performance) - Ultra settings I get around 30-40 fps / Optimized settings (AA low, Volumetric clouds low, Terrain detail High) I barely hit 60 fps in cities and the game feels unstable
Red Dead Redemption 2 - Ultra settings 50 fps / Ultra optimized settings (Volumetrics, lightining and water qualities lowered) I get around 70 fps average, dropping to 50's in cities (which is not bad but I feel like my pc could get some more FPS from it)
The Hunter Call of the Wild: Ultra settings I get around 40 fps to 60 fps in some areas but my PC should be more than capable to maintain +60 fps in all areas without frame drops.
Rainbow Six Siege: Ultra settings. I get around 70 fps to 90, FPS are good enough to play, but this game is not demanding as the others above
Payday 2: Ultra settings. I get around 70-80 fps, but when there is to much corpses in assault missions frames drops to 50's

I have tried:
Updating Bios, drivers, windows and such
Activating Game Boost and XMP options in BIOS (Improved performance a bit)
Reinstalling Windows (didn't help at all)

My question is: Is my PC working at it should or it is working below spectations? I have seen benchmarks and some games like AC odyssey should be working at 80 fps or more. I have no problems to play at 50's fps in games but considering the money I have invested in my PC I would like to max out the performance.
