Low fps solid components

Hey guys, my setup is FX 8350 and GTX 1050 TI and im getting pretty poor fps in alot of games where its not supposed to be like that, i cant even run skyrim normally in 60 fps.. I have a pretty cheap mother board but im not sure if that causes the drops? Its ASRock N68GS4 FX R2.0 and i have a 8gb of ram and SSD of 240 gb without HDD, what could cause the problem? :[

i have 500w Lc power psu

Monitor your CPU frequency I bet it's at 1.4Ghz when the fps drops occur.

Depends on whats causing it. Lets see if that's the issue first.

Use a monitoring program like HWinfo or HWmonitor.

I didnt realise how to use it so i used task manager while i played on windowed, cpu frquency stays like 3,96 until i turn off the game, then it gradually goes down but during gaming iy stays 3.96
