[SOLVED] Low fps, stuttering windows RX 560

Hello, my setup was workin..lets say all right i was playing just wow..i installed cs go and suddenly my computer is stuttering, and in all games my fps is low..in cs go, in menu it shows 10 fps..

My gpu is not overheating during cs go its about 53 celsius.

My setup is older, but still it should perform very well in games like these.. also its laggin even in windows.

GIGABYTE 970a-ds3
AMD Phenom II X4 965 BE Quad-core(125W), 3400 MHz, Box, socket AM3(deneb)
CoolerMaster Hyper 212 EVO
RAM: Corsair 8GB KIT DDR3 1600MHz CL9 Vengeance
Be Quiet! Pure Power L7-530W 80plus
GPU : RX 560 4GB

I tried clean install of windows, but first i uninstalled gpu drivers with DDU uninstaler, than plugged out internet cable. Formated whole disk..and installed windows 10. Downloaded drivers for GPU.

Still the same performance, i downloaded cs go, and i had 150 fps in menu..and when i started t oplay it lowered..until i was on 10 fps.

Guys please help me out, what is wrong with this machine :/

CSGO is quite a step up in singe thread cpu requirement.
Your athlon X4 964 processor has slow cores by today's standards. The passmark rating is 4179 but a single thread rating of only 1182.
Not much you can do about that, there are no cpu upgrades that are worthwhile on your motherboard.

$250 will buy you a G5620, a B365 motherboard, and a 2 x 8gb DDR4 ram kit that has double the single thread capability.

But a few days ago everything was fine ...i could play even fortnite and i had around 35 fps. Also WHOLE windows is laggy, not just cs go..so u think the only solution to this is upgrade? hmm

What has changed?
What are your cpu idle and load temperatures?
You should see 10-15c. over ambient at idle.
Significantly more and your cpu may be throttling. Perhaps a dislodged cooler.
Take the case covers off and direct a house fan at the innards to see if that helps.
