Question Low FPS until rebooting system

Okay, so I've been searching on the web for days now, because nothing helps fix my problem. A few weeks ago performance started to drop while I'm playing games. When the GPU should boost voltage and performance, it drops instead, lowering the usage and the voltage aswell. Getting way lower fps. (around 55 instead of 120-144 in Apex legends or in Cold War) Restarting the computer fixes the problem, and it goes back to normal. Then I turn off the computer, and sometimes the problem starts again. It is so random, but happening way more than before. Very annoying.

I have tried: DDU drivers, chipsets, reinstalled them to the newest, installed newest MOBO bios, updated windows, FAST BOOT IS TURNED OFF completely.

Oh and I don't have any bluetooth devices connected, and only using one monitor

Motherboard: ASUS ROG STRIX B450-F Gaming
Ram: G.Skill DDR4 3200 16GB CL16 KIT (2x8GB)
CPU: AMD Ryzen 5 3600X BOX (AM4) (with a bequiet! Dark Rock 4 cooler on it)
GPU: Sapphire 5700 XT Nitro+ SE 8GB
PSU: Seasonic Focus 650 Gold Semi-modular
SSD: ADATA XPG SX8200 Pro 256GB
HDD: 1 TB WD

oh and temps are fine aswell, they're not even close to hot.. around 60 while gaming, sometimes 65

how full is the ssd?
malware scan the system?

It's 50% full, I'll scan the system, but that's probably the least possible thing to make my games slow
