Low FPS/Video stutter

So im having this issue where my pc will all of the sudden start getting low fps in games, and stutters every 2 seconds on twitch on 920p and above steams. In WoW and im usually 75fps average with grapics set at 7/10 quality. It started out, everything was fine. I notice the game stutter a bit then all the sudden im in the 10-20fps range constant, and as low as 1fps in raids. I restart and nothing is better. Made sure everything was updated. No better. I log off and start to watch some streams on twitch and i notice the stutter every 2 seconds, sound doesnt stutter, just the video. Even scrolling through some web pages isnt as smooth. Like facebook.

This goes on for a 3-4 days. Get home for work, start up WoW, Everything is fine, back to 75fps average. Twitch works fine, everything. Im happy. 3-4 days go by, game stutters and boom, back to 1-25fps. I end up formatting, updated everything. Still, low fps. This time maybe a month goes by. Everything again, works perfectly. This was 8/3/16. Today, doing quests and it stutters, low fps and the twitch stutter is back.

My mind is blown as to what the hell is going on. Ive monitored temps, which the highest gpu temp has been 61c with a pc uptime of 3 days.
 


PSU is a Rosewill Glacier Series 600W Modular Gaming. And yes. I tried DDU before i formatted. Everything after the format was all newest updates.
 
have you monitored the GPU recently? Not just temps but it's overall performance? Reboot your machine so it is acting normally and monitor it's throughput and performance while you game, then wait for it to drop FPS and check it again. What is it doing? is the GPU usage still high but FPS drops? Or is it not processing throughput the same and acting as though there is no connectivity going through the GPU? Etc...
 


Restarting doesn't help the fps issue. It will randomly just start to work better. I can go days, or weeks with bad fps, then all the sudden, my pc runs perfect.

But, i was going to reinstall gpu drivers again. Used DDU, downloaded the same(newest) drivers i already used. While downloading them i started twitch, it acted the exact same way, same stutter, even thought i had no nvidia drivers installed. Device manager display adapter was "standard vga". So, im wondering if somehow im losing connectivity through my graphics card. But its odd, cause the Blizzard launcher wont load without drivers, says "failed to create graphics context".
