Low fps when playing games

Recently got a new PC, and so far it will only get max 40-60 fps on games such as CS:S, CS:GO, and LoL while on my old PC I could get upwards of 200-300. I do not have vsync enabled and have fps_max set to 300.

Here are my specs:

Graphics
AMD R9 255 2GB

Memory
8.0GB PC3-12800 DDR3 1600 MHz

Hard Drive
1TB 7200 RPM

Might be a windows problem, check memory consuming tasks in task manager and list them.

Is the on board graphics disabled, if not it can take DRAM
