Low FPS, which hardware might be the problem?

So, hopefully this isn't a cpu problem. I recently added a gtx 970 card to my comp and for a few days, everything seemed great. However, just the other day I noticed a problem with fps drops in a game, the first indication there was a problem. Basically was getting around 99fps, but then it would drop to below 20 and sometimes sit for a bit before shooting back up. Further testing shows it happening in several games.

Now, I was able to run msi's command center and I see the four cores with their bars. When I have low fps, it's usually at 800 mhz and sits there. But at max fps, they are at 4400 mhz. It seems random when they go to normal, but I can't seem to tell if anything is causing this. I've also noticed that the low performance affects more than just games.

So, my question is. What might be causing this? not enough juice from the psu? New card is bad?(seems ok when it runs normal). cpu going bad? mobo?

I was thinking the psu or the mobo. The mobo I actually had something happen where bios A just died and even msi says it seems impossible to recover without sending it in, but bios B seemed to work, so I just switched it over for now, but was wondering if maybe something else was going wrong with it. (this actually happened months ago)
Or could it even be win 10?

Just a quick note, the cores showed 800, then I went to install something and they shot up to 4400 and sat there during the entire install. So maybe this is an issue with win 10?

To update, this happens in several games.
I'm not using the stock heatsink, I believe it is the cooler master 212. Was rated decent for it's price and I'm not overclocking right now. command Ccenter shows cpu is around 40c. Maybe hitting 45 - 50c in a game like witcher 3 at ultra settings.
psu is an ultra brand, though offhand, can't remember the model.

 
if the cpu is dropping to 800mhz, then its throttling for some reason, probably due to overheating. The stock intel heatsink is not good enough, especially when under load for prolonged periods. invest in an aftermarket cooler. Also make sure your case has at least a couple of exhaust fans to remove the hot air. You could also go into bios setup and disable any cpu power save settings which might at least stop it from dropping so low.
 


Yeah, I figured it is being throttled, but wasn't sure what. Updated my post, but I'm using the cooler master 212 heatsink and my temps never seem to go above 50c even with the games turned to max settings. Problem is, this just started happening recently. I installed win 10 on release date and everything seemed fine. Installed the new graphics card about a week ago and everything was fine. I didn't change anything in the bios, but I'll double check what other settings are in there. I'm not overclocking anything currently.
