Hello everyone. Came here to ask you guys for advice. Just upgraded my gpu from radeon rx 570 to asus tuf rtx 3060. But sometimes im getting spikes and fps drops to 80. Csgo running 130fps at 1080p low specs idk is it okay ? maybe it is cpu probs. Other games all smoothly but was expecting more fps for example apex legends 110fps sometimes drops to 60-70.
cpu - intel core i5 9400Fram - 16 gb spectrix d50. running at 144hz monitor.
looking for any advice, thanks :)

Solution
Basically any cooler will be better than the stock intel, the H411R also looks fine.
Whether it solves your CPU temps is another matter, but so long as you correctly apply the new cooler and evenly apply thermal paste and tighten the securing brackets evenly, then you have every chance of it being mush better than it is now.
Does the rest of your case have decent airflow (front to back flow) or is the heat building up over time ?
cpu 99~ gpu 70~ in apex
cpu 60 ~ gpu 25~ in csgo
most likely getting fps drops and lags at cs

99c for your CPU? That would indicate that it is thermal throttling which would explain the massive FPS drops. In general you don't want your temps going above 80c for either GPU and CPU. Is the CPU watercooled or air cooled with what cooler? I have a I5 9400F in my other PC, and even with the stock cooler i never reached 99c even at 100% load. May wanna check the thermal paste application. Also check for dust build up.

CPU: intel core i5 9400F 2.90GHz
GPU: NVIDIA Geforce RTX 3060
Mobo: B360M PRO-VD (MS-7B53)
Ram: spectrix d50 2 x 8GB DDR4 3600Mhz
PSU: dont rly know , 500 wattage.
Storage: hard disk 250~ ssd 250~
Windows version: Windows 10 Home 21H2
BIOS Version: American Megatrends Inc. 1.20

It's a Throttle due to thermal. My advice is let's do some UV. Can you download ThrottleStop from TechPowerUp's site?

Extract it to the folder and then run the program.

Seriously?????? It's thermal throttling due to either bad thermal paste, issues with the cooler (improper co tact, bad fan, etc) or both and your solution is to undervolt?

Next time you have a flat tire don't fix it, just go slower.

Looking at the UserBenchMark the things need attention
  1. Switch on XMP in the BIOS as your RAM speed is 2666mhz, much slower than it can be at 3600mhz. This assumes the B360 mobo allows XMP.
  2. The Adata SSD may have problems, errors. Suggest you run CrystalDiskInfo to see SSD health and result back findings

CPU temp of 99C is too hot. Either your case has dust buildup in the case, heatsink, fans and needs a good de-dusting and/or you need to re-apply thermal paste.
Do you have an AIO cooler which is failing or is it air cooled only ?

Yesterday did a switch of xmp already. Ill try to re apply thermal paste tday will see the result. And yea i have air cooled only

Well, that's definitely a major reason why your temps are so high; that's the trashy cooler that comes stock with Intel CPUs.

You can buy an AIO, but you don't need one. A half decent tower-style air cooler with a 120mm fan mounted on one side will already be a huge improvement over what you have now. AIOs are more for high core count CPUs that are being overclocked (yours isn't).
