Low fps while gaming

Hello
I have an amd system
Cpu: amd fx 8350. Oc at 4500
Mb: asus sabertooth 990 fx r2
Ram: 24 gb kingston hyperx fury
Video card: amd radeon r9 290 4gb
Psu: xsf 750 w

I am having a lot of problems with fps in games overall. Doesnt matter what i play. Gta 5 or ats. Am getting fps in 30s...
It has lateat bios and latest drivers for video card.
I have already gone through alot of threads on this site but nothing seems to work.
Any help is appreciated..

1| How did you populate the slots to reach 24GB on your motherboard?
2| Since when have you been getting this issue?
3| Have you tried uninstalling your drivers using DDU and reinstalling them with the latest GPU drivers?

Its 2x8gb and 2x4gb
No i didnt do a ddu driver install

Its fairly recent. It started maybe few months back. I just recently changed cpu from fx 4400 . Problems started before the change though..
