Low FPS with GTX 970 & 12GB RAM in CS: GO

I have a GTX 970 with 12GB of RAM, I feel like this only started a few days ago...when I'm in a game in CS: GO, the max FPS I can obtain is 60, only if I'm not shooting and not around anyone generally. I just realized that it appears that my monitor's max refresh rate is 60Hz, so that probably answers my question as to why I max out around 60 FPS in game, however I'm still rarely near 60 FPS anyway (Does this mean that people that get 200+ fps in game have a monitor with that high of a refresh rate too?). I know for a fact that CS should not be performing this poorly, any insight is greatly appreciated. Here is a little more information on my machine:

GPU: GeForce GTX 970
CPU: Intel(R) Core(TM) i7 CPU 930 @ 2.80GHz
Memory: 12.00 GB RAM
Current resolution: 1920x1080, 60hz
Driver version: 364.72 (GeForce driver)
Operating System: Microsoft Windows 7 Professional

when was the last time you opened up your case to check all the fans are spinning, and the heat-sinks are not clogged with dust? Maybe something is thermo-throttling. Your cpu is quite a few years old now, but should be plenty for cs-go, check the temps and clock speed the cpu is running at during gaming. Also, have you tried any other games? maybe your cs-go install is corrupt?
Hey Metkid, I'm having similar issues with my GTX 960 So I figured I'll post here and bump you up... Maybe we can both get an answer :)

I've only been experiencing these issue lately, but it's unbearably low performance (Spiking down to 20 FPS for no apparent reason) ... This happens with games like Path of Exile, League of Legends, and Tera. Specifically League after the 6.1 Patch.

These are my specs, similar to yours:
Intel i5 4690k 3.5 Ghz, 6mb Cache.
EVGA GTX 960 2GB SSC ACX 2.0 (Also, fans NEVER spin even when heavy-load. Seems like GPU isn't being properly utilized?)
2 x 6 GB RipJaws
128GB SSD (SanDisk)
1TB HDD
AsRock Z97 Extreme4 LGA 1150
650Watt Power Supply Rosewill HIVE 80+ Bronze

Another not - Was running Windows 7 and I was not having these lag spikes, however still lagging rather badly (I shouldn't be lagging whatsoever)

Now I'm running Windows 10 and the lag is worse. Also, now I'm experiencing MS Issues. (Assuming it's all the terrible background apps Windows 10 provides for our "Convenience") Yeah, Right...

From what I've heard it is driver issues... However, I am still having trouble after uninstalling and re-installing. I'm sure someone in here knows optimal settings and drivers and can help us dissolve this consistent and widespread problem with our GTX 960's and 970's...
 


It's v-sync, it syncs your fps to your monitors max refresh rated (normally 60Hz, 60fps). You need to turn it off in game settings and in the nvidia driver.
 


My apologies, I typed that message from my phone and it filled in some stupid crap for some reason. I edited the original message to convey that I've had V-Sync off the entire time (or so I believe)...I just want to make sure I'm not bottlenecking my GPU...I'm currently at work and can let you guys know 100% for sure that I have V-Sync off when I get home, but as of right now I'm very sure I've had V-Sync off the whole time.

Also even if I had V-Sync on, I wasn't anywhere near a consistent 60 FPS, which is what it should be given my gfx card, I'm assuming. I would be at like 20-30 in a normal round of competitive which makes me think there are other issues at play here.
 


Hey, appreciate the bump up...Yeah, I feel like it could be one of like 10 different things doing this, but I also feel like it COULD be the drivers? I've tried uninstalling and reinstalling as well but to no avail. Have you turned V-Sync off? That might help some...hopefully we'll get this solved soon bud.
 


I double checked the V-Sync both in the NVIDIA settings and CS GO settings and both instances showed V-Sync being off, so I don't believe that is the issue.

Solution
vSync isnt the issue, its running at 15-20FPS which is far below my refresh rate of 60HZ. The computer has no dust or heat problems, I recently took apart my GPU and replaced the thermal paste. No hardware issues whatsoever. No cooling issues either.

Also I dont know why someone else posted there problem in my post @_@ cause now they arent looking at my specs.
