Low FPS with large amount of computer resources and low usage

Hello Forums, I've had a strange issue coming about my PC as of late. I have an MSI GT72VR GRE Dominator Pro (a costly and equally powerful portable gaming machine). I decided to being playing League of Legends with a few friends and upon loading the game, found the my fps was in the 40-50 range. That seems strangely low as my friends were running 150+. I decided it would be best to close background programs, but this did not help at all. I then decided to fully restart the computer. I reloaded the game off a fresh restart, same issue. I then decided to low the graphic settings while monitoring the CPU and GPU usage from my phone. CPU hovered around 15-20% usage while GPU stayed near 11%. That got me very curious. It seemed like my PC had some sort of bottle neck that didn't allow it to flex its computing power.

Even more peculiar, at one point i tabbed back into League of Legends and it ran fantastically. Frame rate pushed 180+ and even up into the 200s. I then clicked off screen to hide a notification and tabbed back to the same 40-50 frames of my previous problems.

I checked the power settings, everything is in line. I have a i7 6700HQ, a GTX 1070, and 16Gb of ram. None of the hardware appears to be bottle necking and it even has proven to be capable of pushing such frames.

I then loaded CS:GO, a common favorite of mine that has had consistent high frames in the past. But the same issue occured... 40-50 frames, making the games shutter and unsatisfying to play.

I feel as though i have no where else to turn so I'm looking for help online. It feels like it may be some kind of multi-tasking issue?? or some software that I'm unaware of fixing. I'll respond to anyone who needs extra information to solve my issue. I'd like to play my PC at its prime like it used to.
