[SOLVED] Low FPS with Low GPU and Low CPU Usage

Kind've a new member here, but I had a quick question. What would cause my PC to not utilize the full GPU and CPU while playing a game and having the frames unlocked?
Say, playing Valorant, im getting about 500fps while in 1440p but when i look at my cpu and gpu usage both never go over 40%.

I know thats more than enough fps, obviously. But i just wanted to know if there is a specific reason it wouldnt get more fps. Is there something else i should monitor to see if its causing the"issue"

Z790E-Gaming Wifi
ROG Strix 4090 OC
G.Skill Trident DDR5 6000mhz.
2x Samsung 990 Pro

that is simple, your cpu has too many cores, but games usualy use just 6-8 cores, rest isnt used by game
as for your gpu 500fps low utilisation lol, well, you need to increase graphic details or resolution, that will increase gpu load, need more fps? you need faster cpu hehe

Well, i didnt think about that at all. Thank you for the straight answer. I appreciate it. I haven't overclocked my cpu yet, so maybe ill go ahead and start doing that.
