Question Low FPS with new AMD build?

Ok so this is not my issue its a friends but he doesn't really do forums etc so im asking on his behalf.

Basically he has just bought a new all AMD, AM5 pre-built system. 7900X CPU, 7900 XT GPU, 32GB DDR5 Corsair RAM(cant remember the exact speed) with a MSI B650 GAMING X AX motherboard.

Issue is that he's only getting around 50fps in Cyberpunk max settings 1440p, VSync off and RT off yet with my rig(5600X, 16GB RAM & RX 6750 XT)and exactly the same in-game setting im getting 80-90 fps at 1440p.

On Discord i helped him make sure his Windows 11 Pro was fully up to date, we updated his display driver to the latest 23.2.2, we installed the lates chipset driver for his CPU and updated his motherboard BIOS to the latest version.

I checked his AMD software and cant seem to see any setting that could be restricting his FPS, one thing i did notice though is that in the graphic section of the software is says he has 2 GPU's also when in game he brings up the AMD overlay is says that GPU 1 is being utilised 100% while GPU 2 is not being utilised at all, i guess GPU 2 is his integrated graphics?

I'm just really trying to pick you guys brains for anything we could try or may have missed?

Might be something simple. If this is his first build he might not be aware he needs to plug video cable directly to graphics card which may well be gpu 2 in utilisation graph. Easy mistake to make since there'd be a few video ports at the back, if igpu is connected instead his graphics card won't be used. Check he's actually plugged it to the graphics card. Have him look through the side panel if it's see through and follow the graphics card. Maybe get him to show you a photo from his phone of the cables at the back.

Igpu would definitely give undesirable results compared to his graphics card.

Its definitely plugged into the GPU, it wasn't at first because he did send me a picture and i instantly noticed he had it plugged up in the mobo and not down into the GPU DP socket so obviously told him where to plug it, the thing that threw me off was would he be getting 50fps in Cyberpunk, max setting RT off at 1440p using integrated graphics? I didn't think so, i assumed it was actually using his GPU but something was playing up.
 
You're right. Didn't know how far along igpu performance has become in latest Ryzen. Not much has really changed lol, 25fps in Cyber at 1080p looking at videos.

I think you're going to have to see him in person if possible and check his thermals, ram speed, Windows power plan that it's not in efficiency mode rather than balanced.

Since it's a pre-built check startup items in task manager. Base search on anything found there may be conflicting with Cyberpunk like iCue from Corsair if he has a Corsair psu, or similar programs launching with Windows residing in the background. Nzxt cam is another problem inducing program for some games as well as Bitdefender causing issues with Warzone series of games.

If all above checks out try reinstall graphics card drivers using DDU (Display Driver Uninstaller) in safe mode first. Consider Windows reset (possibly wipe/reinstall from usb) if graphics driver reinstall doesn't work. Just make sure he has an Ms account sign in so his Windows licence is tied to it so he can activate straight away once install finishes and signs in to his Ms account.
