Low fps without using all of cpu or graphics cards

I am getting around 30 fps in guild wars 2 while I am not bottle necking. I am using only around 30% of my cpu and 60% of my gpus. I used to get much higher fps but after coming back to the game after a long break I get very low fps for no reason. The only thing that has changed is that I added a second graphics card in crossfire mode but even if I disable crossfire I still get 30 fps so I do not think that is the issue. These are my specs.

Didnt mean to hit choose answer on gw2 its called frame limiter and it is set to unlimited
