Question Low FPS

Hey, i have
Ryzen 1700
GTX 1070
MSI B350 Gaming Plus
2x8GB 3000hz

im getting 150 fps in csgo, im playing on 1280x960 with low settings, i dont have fps lock, nor do i have vsync on. Doesnt matter if i change the resolution to native and max out the settings im still getting the same performance. GPU and CPU usages are very low.

Temperatures are okay.
Drivers are updated.
I just installed fresh windows but no results.
Scanned for malware and viruses, got nothing.
Reseted the bios to default again.

I've run out of things to try, i need help please.

Yes, ive checked it in cpu-z, it says dual.

What's MSAA set to? Try 2x or off and see if that makes a difference, unless you did that when you changed settings to low. Also make sure multi-core rendering is turned on.

Multi-core rendering is turned on and i've already tried all the MSAA settings

When you say you don't have fps lock, does that mean fps_max is set to 0?

What does Afterburner show as your CPU and GPU usage while gaming?

I haven't tried afterburner, with task manager cpu is around 40 and gpu about 25

Yes, fps_max 0 and vsync disabled.
