Pc specs:

CPU: AMD FX(tm)-8350 Eight-Core Processor 4.00 GHz
GPU: RX 580 8GB Sapphire
PSU: 650W Corsair VS650
RAM: 12 GB
SSD: 240 GB , 1TB HDD
Monitor: AOC Freesync 75HZ 1080p

So i got my new RX 580 a few weeks ago expecting it to out perform my old GTX 750 TI FTW which i previously had. I'm having a few problems with my new graphics card, For example i used to play LOL ( League of legends) at 90-280 FPS and same with Minecraft, I used to get 300-600 FPS with my old GTX 750 TI and it wasn't even overclocked and now if i try to play the game with my new RX 580 It fluctuates around 60-140 sometimes drops below 60 which is frustrating. I've overclocked my new GPU to 2100 MHz and have provided 25% Power yet still no change.

I've searched everywhere for a solution yet i couldn't find one and so have i decided to come and see if anyone could possibly help me out?
 
First thing is the CPU. That is a pretty major bottleneck. Its very old and couldn't really hold a candle even to entry level CPUs today.

Second, when you removed the 750Ti did you also uninstall the drivers and do a driver cleanup using something like DDU before installing the RX 580?
