Question Low Frame Rate/Stutter on 2nd monitor

There is some sort of issue going on my computer regarding having certain games in focus and them causing severe performance issues on my computer

For example, I'll be playing a game on my main monitor and try to watch a video/stream on the 2nd monitor and, while the frame rate on the main monitor runs perfectly fine, the video on the 2nd monitor will begin to stutter and features such as Steam overlay or Uplay Overlay will become extremely laggy. However, when I press the windows key, the frame rate returns to normal and everything runs perfectly fine again. However, when I click back onto the game window, the same problems begin again. The part that makes this even stranger is that, whenever I press the windows key, I'm still getting the same frame rate on the game despite it being out of focus, so it's not like some games where the frame rate will cap to 30 to save resources when it's not in focus. While I do play pretty much every game I play in windowed fullscreen, the problem persists even when playing in fullscreen or windowed. This problem began to happen abruptly with no warning whatsoever and has persisted across several graphics driver & Windows updates

Several fixes I have attempted so far:
- Disable hardware acceleration in Firefox
- Disable hardware acceleration in Discord
- Reduce resolution of games
- Reduces or eliminates lag, but I shouldn't have to play in 1080p on my 4K monitor for a Twitch stream to not lag
- Plug 2nd monitor into motherboard HDMI port
- Make main monitor refresh rate the same as the 2nd monitor (Thought it might be caused by a refresh rate difference)

Disable G-SYNC (Didn't think it'd be the problem, but tried it anyways)

Any help regarding potential fixes would be very helpful since this gets very frustrating having to deal with it. I'd be more understanding about performance issues if there was some sort of rational reason such as poor specs, but there's no way a rig like mine is getting overloaded by DayZ/Deadlock/Siege and a Twitch stream

open control panel, click on system and security, click on system
if youre on win11 then start -> system -> about -> advanced system settings
