Low GPU and CPU usage leading to low fps in all games. Is it a bottleneck?

Ever since I built my new pc i have been noticing lower fps in games then others with the same parts, I thought my video card was having some issues but it excelled in GPU only benchmarks like Furmark and Passmark(GPU). My CPU also performs well and doesn't seem to have any problems outside of games. I will leave some screenshots and my specs below. All answers are appreciated, thank you.


Temps: Gpu, cpu and motherboard never go above 75c.

Specs
CPU:FX 6300@4.0ghz stock cooler
Ram: 8GB DDR3 1600mhz Gskills
Motherboard: MSI 970a-G46 AM3+
GPU:Gigabyte R9 280x OC at 1.1Ghz(stock)
Power Supply:600w Evga 80plus bronze
HDD: 1 tb black WD

I tested 3 games but all my games behave the same way. all 1080p ulta maxed and on high priority.


FC3-30-60% Gpu usage and 10-60% cpu usage 40fps

Skyrim-10-30% Gpu and 1-70% cpu usage 15-60 fps

LFD2(this game had no lag but still low usage) 10-25% Gpu 1-15% Cpu at 60fps

No such luck, but i did notice on my second test that my usage actually went down in demanding circumstances(ie staring at ground 100% usage 200 fps, looking at a crowd or large area 30% usage and 30fps). This looks like it might be my system bottle necking itself in some way, but i don't know what it could be as my power plan is max performance and I don't know of any other limiters. I also though these new screen shot might help as they are of hardware monitor and system monitor.
