Low GPU and CPU usage on multiple graphics cards

So I have a core 2 duo, which I know is very bad. I have a GTX 670 in my system which I know is bottlenecking it. I also have tried in my system a GTS 450 which worked fine on my brother's core 2 duo (he even had an identical system) and I have also tried a HD 7770 which is supposed to be the best graphics card i can get for my processor. All of these cards I have had incredibly low CPU and especially GPU usage in almost every game. Here is a screenshot to show what I am talking about:

I also have a 600w 80+ gold power supply which I brought a couple months ago with 4 power GPU connectors with enough power on the 12v rail so power shouldn't be a problem. Also I am sure that none of my cores are being parked and I am running Windows 10 64-bit.
 
Solution
It sounds like the 4GB RAM is the problem - neither the CPU nor GPU can work to their potential because the system can't keep enough data in main memory.


I have 4 gb of ddr3 1600 but underclocked to 1033 because of motherboard and also my system was always running this bad.
