Question Low gpu/cpu usage in fortnite

im having stutters in fortnite where like im playing the game freezes for half a second or even less and then comes back and my fps is 120 (i have it limited to 120) this problem occurs only in fortnite.
Specs: GTX 1660 Ti 6gb driver version 430.64 ryzen 5 2400g
16gb ram DDR4 clocked @3000mhz (dual 8gb 3000mhz sticks)
windows 10 pro 64 bit version 1803
gigabyte b450M motherboard
500w psu comes with commander ms-II thermaltake chasis

gpu usage 40-50% cpu 50-60%

i tried rolling back to old driver didnt work and i set power plan to high performance and still not fixed

Also userbenchmark says my cpu is performing under expectations 69% and the average was like 70%
