Low GPU & CPU usage when playing games = low fps

Hello,

A week ago I've build a new pc and I've some problems with my ingame FPS, its much lower than it should be.

My GPU & CPU usage is also nog high enough:
GPU USAGE: 35%
CPU USAGE: 40%

I've tried some things to fix this but nothing solved the problem and when I use MSI KORMBUSTER my usage goes up to 98%

My build:
CPU: AMD FX-9590 Black Edition
RAM Memory: Corsair Vengeance 16 GB DIMM DDR3-1866 CL9 2 x 8 GB
CPU cooler: Corsair Hydro Series H55
GPU: MSI GTX 980 Ti GAMING 6G
Power Supply: Corsair RM750x
Motherboard: Asus Sabertooth 990FX R2.0


Anyone knows how to solve this problem?

Disable VSync in games. If that's not the cause, what sort of FPS are you getting?

In csgo i get 250 -300 fps and sometimes 400 for a few seconds but my cpu & gpu usage stays under 40%
& v-sync is disabled

Try a more demanding game. With such high FPS there are other limits that come into play besides CPU and GPU.
Better yet, try Firestrike abd compare your results with others that have the same config online.
