Low GPU load?

Is 46-50% low gpu load when in game everything on max? Or is that about normal?

i7 3770k 3.5GHz
GTX 970 4GB
16GB DDR3
Corsair tx650 PSU

Recently I've been noticing a lot of frame rate drops in my games and at first I thought it was an overheating issue since when I took the side of my pc case off everything ran normal and at a good FPS, however I soon noticed that they were coming back so I looked at what the GPU load was, in the game Dirty Bomb for example the GPU runs at 46-50% even if all of the graphics options are on the highest setting which should be quite taxing on a machine, so I was wondering could this be a cause of my FPS drops or is the GPU load at were it should be since I have no idea, if it is low for games what could the problem here be? Problem with the GPU? Bottlenecking CPU? Bad PSU? Bad Mobo?

Sounds like temp throttling.

install msi afterburner and monitor temps for the cpu/gpu while you game by turning them on in the afterburner OSD

I had a look at temps since I had HWMonitor at the CPU was at 40C (h55 watercooled) and the GPU was at 75C

Uh, Dirty Bomb is hardly a demanding game, recommended GPU is a GeForce 7800GTX... 50% usage on a 970 sounds right.
