Question Low GPU performance after big computer upgrade

Hi Ive just upgraded my old pc and now im getting worse performance than before. on 3d mark with my old set up i scored a 2100 adv is 2500. with my new set up i scored a 1800, with the adv being 2600.

old pc specs:
intel i7 8700k stock
rtx 2080 stock
16gb ddr4 @3000
750 gold psu

new pc specs:
Amd 7950x3d stock
rtx 2080 stock
32gb ddr5 @6000
750 gold psu

the highest my temps will get during the benchmark for the cpu is 82c and my gpu gets to around 81. im not super computer savy but i dont really get why performance would drop after an upgrade. any help would be great. if need some more information i can try my best and get it for you.

when you uninstall it reboots and then reinstalls

exactly, your processor is hot and there it works from temperatures and the card should be afraid of it when it exceeds 95-100.
what cooling do you have in your processor and what case you have?
For cooler I have a noctua nh-d15 dual tower cooler and my case I have no idea lol its an older case for sure I tried taking the side panel to see if temps came down but it didnt change a thing

sorry for long response time ive been pretty busy with work. But i have been working on the computer. I have bought a new case with much better air flow. the case im using is the thermaltake s2000 TG ARBG with 3 intake on front one exhaust on top and back. im running the Noctua nh-d15 dual tower cooler and after monitoring temps again during the benchmark on farcry5 at 1080p the temps for the cpu still jump to 89c the thermal limit is at 99.5%. the gpu temps have gotten better and dont throttle like they used too after replacing the thermal paste on the card. but my cpu temps are still running rather high imo. the idle for the cpu is also around 50c on avg. im not sure where to go from this point on

try to close the pbo of cpu from the bios and watch some other game if the temperatures rise.
and the cooler you have is good and the box is good even though the fans it has are not the best
