I have a spesific problem with my new RTX 2060 SUPER or i7 4790k which i can't figure it out. 2 weeks ago i bought RTX2060 SUPER and i was using it with i7 4770. I had no issues with that combination. Couple days ago i bought i7 4790k and i tested it with RTX2060 SUPER. I have very low fps and benchmarks. If i use my old GTX 1060 in PCI X16 3.0 slot and i7 4790k they work perfectly fine. i7 4790k and RTX 2060 SUPER in PCI-X4 2.0 works perfect as well.
so only combination doesn't work is rtx 2060 super in pci x16 3.0 slot with i7 4790k

1060 and 4770 fine
1060 and 4790k fine
2060 super and 4770 fine

thing i've tried
checking gpu-z if the card's running as pci x16 3.0
Latest bios update
re-seating cpu
re-seating gpu
re-installing windows 10
re-installing GPU drivers several times with DDU(clean installition)
installing windows 7
diagnotic tools for intel
i've gave the graphic cards to msi and they tested as well but the issue still continue on my pc

Kington 2400 mhz savage
Cooler Master +80 650 watt psu
