Question Low GPU Usage and low FPS in PUBG ?

Does anyone know if this is normal in the video link I provided below.
I'm getting low GPU Usage and low FPS when I play PUBG.

Mobo: Asrock B660M - HDV
CPU: i5-13400F
GPU: RTX 4060 TI
RAM: 2 x16GB DDR4 3600Mhz
PSU: MSI Mag A650BN

I saw other people's videos with similar specs but they didn't experience gpu usage as low as mine.
However, the GPU usage can be maximized when running the Furmark benchmark.

Reinstalling the OS does nothing to the bios at all...
Here is some guide to update Asrock B660 bios. It should work, in my opinion the "default settings" step before the actual update is unnecessary

On task manager, right click on the cpu display graph and select logical processors.
Pubg is largely single threaded.
To check your cpu performance, run the cpu-Z bench on your 13400F.
You should see a score like 715 if all is running well:

yes i already view it, 180hz then in game setting already turned off V-Sync and on Nvidia control panel already turned off V-Sync it must be arround 270-300 FPS on Apex in youtube i watch with same specs
