Question Low gpu usage in games with no noticable bottleneck or other problem

I build a new pc 2 weeks back, and i have experienced low gpu usage when looking to certain parts in games. When i look to a not intensive part (like the floor) i get 100% usage and like 300 fps, then i could look up to some buildings and people and get like 60% usage and massive fps drops, i have noticed this in games like: Metro Exodus, The outer worlds, Apex Legends,... I have checked temperatures, cpu/core usage etc, and can't find the cause, even running unigene valley i get like 80% usage.
My specs:
Msi x570 a pro
Corsair rm 750 watt psu
G skill flare 16 gb 3200 mhz
Ryzen 7 3700x
Rtx 2070 super zotac amp
Nvme drives

I put everything in windows and nvidia control panel on full performance,
What could be the problem?

I have a 2560x1080 144hz monitor
Also lowering graphical settings does give me more fps, so everything points to me being gpu bottlenecked.

So in the game if you can cap the fps, cap it at like 100fps. See if that helps. Or you can download rivatuner and use the fps cap app in it to hard lock your fps in all games.

The outer worlds has a frame cap, i had set it at 144, and it would cap my fps there, but in certain areas my usage would still drop and i would get like 80-90 fps.
