Question Low GPU usage in GTA 5 with almost maxed out graphics and 1440P

So I have a GTX 1070 which has ran GTA 5 no problem before with the same settings. However now I see it’s usage as about 50% ish with a 40% CPU usage. Now I have had a pretty major issue recently that my computer fails due to power (I think) and after replacing my power supply and it not fixing the issue, I think it’s my motherboard. It’s a kinda low end B450 board from ASUS (prime B450 plus) and I have done quite a bit of Overclocking on it, which I think has ruined it. So that was a bit of a ram grant but anyone have any ideas what’s up with my GPU? Never seems to have any other issues in other games

what PSU?

does it happen with other games of the same caliber?

and have you tried reinstalling the game?

I have a tx750m power supply from Corsair, it doesn’t happen with games like red dead redemption 2 and I haven’t tried reinstalling. I’ll try reinstalling tonight then
