Question Low GPU Usage in GTA V

Hey guys i have an i7 8700 with an RTX2060 16GB ram and in GTAV i get like 30-40 GPU usage, and i get very low fps, is there any way to solve this? all my other games run perfectly fine but GTAV and my ingame graphics are all maximum
