Question Low gpu usage on new PC (4060 8GB / R5 5600x)

So i bought myself finally some new pc parts for my 30th bday and gave my PC to a PC store and let them build it. I had no issues for 4 days till i had some blackscreen while playing games. I was able to hear the game but i couldn't even open task manager. So i had to force shut down my PC. I reinstalled GPU driver which didn't fix the issue and then i reinstalled windows a few days and since i noticed extremely low performance in almost all games except RDR2. When i played Stellar Blade after i got my PC i had 130 fps and my GPU as at 98% without a single drop. It feels like some kind of power saving feature is on but its not, its all set to highest performance everywhere.

Before i reinstalled windows i had normal gpu usage 95% - 99% - Now it got so bad i can't even play without lag. In Delta Force my GPU sits around 50-70 instead of 95%. I should be getting over 300 fps in CS2 but i can't even reach the 200 anymore. When i do a benchmark i get normal results.



I even gave my PC back to the guys who build it and they told me "I would be worried if GPU is being at 95-99% while playing" - I spoke to a different store and they told me the opposite. A GPU must be almost fully utilized while playing games. (depends on the game ofc)

I've tried the following:
-Reinstalled GPU driver with DDU in secure boot
-Tried older drivers
-Reinstalled windows
-Set all BIOS settings to default
-I tried different settings but result stays the same
-Changed nvidia settings
-Power plan is set to max performance
-XMP on / off

Im really out of ideas and im about to give my PC to a different store so they can check whats wrong with it... but its gonna be pricy. I already spend so much money on this rig and then i even paid some guys to build it...

Ryzen 5600x
MSI RTX 4060 8GB
Gigabyte b550 gaming plus
Corsair 32GB 3200mhz
Corsair 1TB nvme2
650w PSU
Windows 11 home

Where did you source the installer for your OS? Did you install the OS in offline mode? Did you install all drivers in an elevated command, i.e, Right click installer>Run as Administrator, while in offline mode?

I used windows media creation tool, the second time i used rufus and got the iso from microsoft.

I installed the driver in offline mode yes as admin.

My current bios version is 7C56v1J.

I tried few different drivers, don't remember which ones. Currently im on the newest driver.

What do you mean source the installer for the games from? If you mean where i installed steam, then its on my nvme2.

I own an MSI motherboard and I can tell that the BIOS nomenclature is identical to what MSI use on all their motherboards. You've listed Gigabyte in the specs, why are you stating an MSI BIOS? If you are indeed on an MSI board, then;

you don't have any BIOS updates pending(at the time of writing).

Oh sorry, my bad. Im having a bad day so i confuse a lot of things today. My PSU is brand new and its from bequiet.
