Question Low GPU usage

Hello!

I have an Asus GTX 1070 Strix OC edition paired with an i7 4770, and the GPU usage barely goes over 60%. The problem is that i don t get over 60 fps in games like Star Wars Jedi Fallen Order for example. But this game makes no exception. I've had this problem in a lot of games, even on rust where it wouldn't go over 50 fps. Please help meee, this has been bothering me for like a couple of months. PC specs:
