Question LOW GPU USAGE

Hello, I've been having issues with frame rates in fortnite specs listed below. When I am playing for example creative, my frames are at 300 but when I get in demanding areas such as endgames or even the battle royale lobby my frames drop so much from 300 to about 80fps no matter the settings even when I play on low settings the fps don't change much. Low fps are causing me to perform badly in competitive games anyone know why this happens my gpu usage drops out of nowhere in more demanding areas, thanks.

Ryzen 7 2700
RTX 2080
B450 PRO VDH MAX
2x GSKILL TRIDENT 3600MHZ(set at 3466mhz for 2nd gen ryzen also running dual channel)
EVGA 700BR Bronze PSU

Temps are good too

I am currently on a benchmark map and my gpu usage is 30 percent and getting 50 or 60 fps on any settings or resolution
