Low Internet Signal Issue

I restored my computer to factory settings a month ago and installed all drivers, I used to have 4-5 signal on average, but now it's down to 1-2 signals.
I have a TP-Link 300mbps Wireless N PCI Adapter TL-WN851ND mounted inside my computer, but the signal is still too low, I tried plugging a CAT5e Ethernet Cable, the cable is 20meters long and I end up with the same result, I tried running a speedtest and I ended up with 11.5mbps download speed, but whenever I download something I don't exceed more than 900kbps and I usually download at around 2mbps on average.

see if somone move the router or there a wireless phone or something near it or near your pc that blocking the radio. if your in a place with a lot of wifi see if there more then one router near you on the same channel. make sure you have the newest wifi card drivers and the intel mb chipset drivers. in the wifi card setting see if channing from 20/40 spacing to 20 mhz spacing works.

the card uses Atheros chipset so check to see if the chipset vendor driver is newer.
 

He said the issue is repeated on a CAT5E too. So I suspect the problem is with his ISP or his Router.
 
Well, all drivers are up to date, there's no phone blocking the signal I assume and there's 3 different networks showing up on my network signal, perhaps the router has a malfunction or it's a really bad ISP.
