Question Low performance in games on 1070ti

First the specs:
Processor: Intel Core i5-10400f
RAM: 16GB 2666MT/s DDR4
Motherboard: Asus prime 510m-k
GPU: Nvidia GTX 1070ti from Gigabyte
Power Supply: 500W
OS: Win 11 Home running from an sata SSD
Monitor: 1080p 144Hz

A good friend of mine has a computer with the specs listed above mainly plays esports games. He complains for a while ago that some of the games he plays are running worse, especially League of Legends where he has around 70-90 FPS with random low spikes below 60, before he had over 100 all the time.
He reinstalled the OS, we looked at his power modes, in game settings, drivers, debloating the system etc.
I want to know if we missed something, and also I did not manage to get a hold of how many fps a similar system would get that are recent, so maybe is just his system showing it's age.

Just being honest, this is a super budget rig, even for when it was built and using a graphics card that was getting over the hill at the time. The motherboard doesn't offer the quality I would recommend even for looking for a better CPU, graphics, and power supply option. Your friend should consider a budget for a new build.

edit- so far as being "useful" within your ask:

find a used 11600K (and cooler), get a used 6600XT or similar card, and use a cheapo power supply with enough juice to run the graphics card. I would not bother with the RAM on this level of constraint.

From what I remember it was even more budget it had a 1650 when he brought it. I wanted to know if the FPS he is getting are normal because if I keep hearing him complain one more time.... "bad game, it worked perfectly before x patch. I saw online 200 FPS and I don't get even 100", etc.

I saw the edit after, my opinion was to sell this one and build another one from scratch.

Even on the "sell this one" front, I wouldn't expect much.

The least expensive base build I have been able to find right now (based on looking for a worthwhile office PC) is ~$560 using a 12700K combo from MicroCenter, and a really questionable power supply, storage drive, and office case. That doesn't even include a graphics option, but did include official and legitimate W11 Home OEM.

Even with that build you are talking about something 4 generations back now with a really sketchy upgrade path.

Let him make a simple test.

When playing games at medium/high settings, reduce in-game graphical settings to low/min. And look if FPS did increase quite a bit.

If it did, build is held back by GPU and better GPU would give more FPS.
If it didn't (or marginal 5 FPS increase), build is held back with CPU and better to look towards new, beefier CPU.
