Question Low performance on decent pc

Hello everyone
So a couple of weeks ago i built my first pc, everything went smooth and i have a working system. However when i play heavier games like CSGO, GTA V, Gmod, Wreckfest etc, i get heavy frame drops and stuttering. i've been trying to fix this for more than a week and its making me crazy. I tried a lot of different stuff like playing around with XMP, reinstalling drivers, changing power plans, ... The temperatures are all fine and cool, but what i noticed in MSI Afterburner is that the GPU usage in GTA V is not more than 40%. is this normal? CPU usage is also quite low, being around 20%.

Here are my specs:
CPU: AMD Ryzen 5 3600
GPU: Gigabyte GTX 1660
RAM: 16gb 3600Mhz
Mobo: MSI MPG B550 gaming edge wifi
PSU: Asus TUF 650W
Storage: Samsung 980 500gb, seagate barracuda 1TB
Case: Be quiet 500DX

I tried discussing about the issue on other forums but with little succes.
Any help would be appreciated

So it looks like the GPU is underperforming, not sure if its a driver issue cuz i've tried different drivers but didnt do a lot. The benchmark also said i have high background cpu usage which i dont think is true cuz i never have high background usage. I've also had problems with samsung magician not detecting my ssd. How could that be?
If you did the 5 mins and UBM is correct you have something hammering on the pc.

Reboot and watch task manager see if something jumps out.
