M.2 NVME SSD not performing at 3.0 4 speeds?

I recently bought a new PNY PCIe 4.0 M.2 NVME SSD and when everything was up and running, I saw that it was running at 2.0 speeds instead of 4. Could this be from lane limitations on from the processor or motherboard?

Specs:
i7-4790k
Gigabyte z97x-UD5H Black Edition
16gb Crucial DDR3 Ram
MSI gtx 970
Asus Xonar DG PCI sound card
