Question M.2_1 slot not working

Hello all, I'm using a TUF Z390-PLUS GAMING (WI-FI) Motherboard with an Intel I7-9700k and the first of my two M.2 slots seems to not be working. I've been using a Samsung 970 Evo Plus as my boot drive for awhile now in the M.2_2 socket, and a 840 pro SATA III SSD for extra storage. I recently got a new Samsung 980 Pro SSD to use in the M.2_1 slot for some more storage. After the first install it was not detected until a restart when I was then able to partition the drive and start using it. After booting up my pc again the next time it was gone completely from windows and not detected in the BIOS. The drive showed up one more time in about 30 boots where it was working fine, all other times up to now the drive is not detected in Windows or BIOS.

I swapped the 970 Evo and the 980 Pro to each others slots, and the 980 was recognized first try in the M.2_2 slot in BIOS, while the 970 Evo I've been using did not show up in M.2_1.
I've tried this without my SATA III SSD installed, leaving all 6 of my SATA ports empty, still nothing.
I'm using an Geforce 1070 in PCIEx16_1, all other PCIE slots are empty

I don't think this is a compatibility or bandwidth issue, unless I'm missing something? here are some of my motherboard specs from the manual:

- M.2_1 socket supports PCIe 3.0 x4 and SATA mode M key design and type 2242/2260/2280 PCIe and SATA storage devices.

- M.2_2 socket supports PCIe 3.0 x4 and SATA mode M key design and type 2242/2260/2280/22110 PCIe and SATA storage devices.

- When the M.2_1 socket is operating in SATA mode, SATA port 2 will be disabled.

- When a device is installed on the M.2_2 socket, SATA_5/6 port cannot be used.

- These sockets support IRST - Intel Rapid Storage Technology
(All the drives mentioned are using IRST)

I'm thinking maybe the M.2_1 slot broke, or has been broken? Since this is the first time its been used since I bought the board about 2 years ago. (pls forgive me im a noob)

Any suggestions/ input/questions and comments are greatly appreciated! thanks for reading.

Do not disable Optane memory in BIOS unless you have first disabled the feature in the Intel RST application.
  1. Open the Intel Rapid Storage Technology application.
  2. Click the Intel Optane memory tab.
  3. Click Disable.
  4. Click Yes to confirm.
  5. After the disable process is complete, click Reboot to restart the computer. caution:
got to the intel optane memory tab and it says "there are no valid disk pairs in your system" no disable button.
 
try this, in Windows Control Panel, click Device Manager, then go down to where it says Storage controllers, then look within there to see if you have Standard NVM Express Controller, it's a nvme software protocol driver that you need to use with your new Samsung NVME m.2 SSD
 
Update on this, I switched from IRS to AHCI and now both drives will work when the PC is shut down and powered on manually.
However after a restart the 980 Pro in M.2_1 will not show up, but then after a shut down and power on it's fine.
Really odd but at this point its good enough for me lol.
