m5a99fx pro r2.0 realtek onboard sound problem

I'm at work, so I don't have a minidump file to post, but I can describe some of the troubleshooting and symptoms I've experienced.

Any sound generated by the PC does not throughput to the audio jack. The level indicator moves but no sound.

Sound is emitted at the jack, a loud 1.5 second'ish sound that is the same every time, when the desktop launches, and then a medium-high pitch wind in the trees sort of sound the rest of the time.

I get the device plugged/unplugged back and forth error when I unplug and then plug back in the speakers.

I have updated, removed, reinstalled several times. I have removed all extraneous connections from the motherboard (USB case connects, HD Audio front connector, wireless PCI card, the optical drive, etc.) and still get the same noise.

I also get the BSOD variably but can count on it coming.

I tried a SB Recon3D and I get clear sound, but still get the BSOD. (onboard disabled at bios)

The odd sound is not present when the onboard is disabled in bios, but it is present when the realtek audio is disabled in the device manager.

Still have the issue and sound when the Radeon R9 HD audio is disabled.

To make it even worse, I made two of this build and the second one sitting right next to it works like a charm. The only differences in hardware are:

The one that works has - DVD optical drive, an OCZ vertex 3 SSD, is connected to a television via HDMI, and the audio is connected by the rear jack straight to the same TV.

The one that has issues - Blu Ray optical drive, a Toshiba SSD, is connected to a monitor via DVI, and is connected by the rear jack to external plug in speakers.

I also tried cloning the SSD of the build that works and have the same problem.

Almost out of troubleshooting options at this point. I can try to revert the bios back a version (the one that works was initialized on the previous version then updated immediately after the first boot-up). I can swap out the different hardware for the stuff on the build that works and see if it's that. And I can swap out each item from the bad to the working build one at a time to see if I can identify a bad component. (swap ram, gpu, etc)

Beyond that, all I can think of is that it's call the "help line" at ASUS. But I really don't think it's Mobo related. I think that some other device's data is getting routed to the onboard audio. (IRQ conflict or something like that)

Any ideas? First time I've been this stumped on a build, usually have it figured out by now.

I also have a ASUS M5A99FX Pro R2.0 motherboard. I tried using the Realtek high definition audio drivers that came with the motherboard disk and also went to the Asus website and downloaded the most recent drivers to no avail. The solution was found within Internet options/advanced tab/under security place a checkmark in the entry allow software to run or install even if the signature is invalid.... Remove the checkmark from check for signatures on downloaded programs. After this the Realtek high definition audio drivers were able to install correctly. Why on earth Microsoft would place such necessary controls inside of Internet options is beside me. Also in the Realtek high definition audio manager you will find much-needed controls along the left side of the manager. One is a gear for device advanced settings. I switched playback device to make front and rear output devices to two different audio stream simultaneously I also switched the second option to separate all input jacks as independent audio output devices.
