MacBook Pro 13 inch, increasing CPU for a better fps

When having an Intel Iris Plus Graphics 655, will increasing the CPU from 2.3 GHz (3.8 turbo boost) to 2.7 GHz (4.5 turbo boost) improves the fps?

Not really because you would primarily be limited by the Intel Integrated Graphics, which aren't very good for gaming. In general, a MacBook is a poor choice if gaming is a major concern, as most MacBooks only have Intel Integrated Graphics and you typically have to pay a huge premium to get a dedicated Nvidia GPU on one of those things. If you don't absolutely have to have MacOS, I would suggest looking at a gaming laptop instead if you need the mobility.

Also Macbooks have awful cooling solutions, they are only just suitable for the standard CPU speed (and not even that with some of the newest ones as has been shown recently), overclocking will just generate more heat and will probably just lead to thermal throttling.
