Major Driver/OS Help

I just recently received a refurbished HP Envy 15-j073CL from New Egg and I updated all my drivers right out of the box, but decided not to upgrade to Windows 8.1. After few minutes worth of wireless usage to download my games, I noticed that my down speed was extremely low (even for wireless, I was only pulling 1.0 mb/s). When I found that I was drawing terrible down speeds via wireless, I tried plugging in the Ethernet and found that my down speeds were even WORSE. After 2 days of going back a forth with the useless HP technical support, they decided they wanted to replace the hardware and sent a box (which should arrive in a day or so). Realistically, I knew that the hardware was perfectly fine and that it was really a software problem. After contacting HP support, I upgraded my Windows to 8.1 and re-installed all my drivers. I plugged in my Ethernet and was drawing my full 21 mb/s down speeds (and 15 mb/s with the wireless card). I thought everything was resolved UNTIL I restarted my computer and the down speeds with both the wireless and Ethernet went back down to 1 mb/s-ish. As a test, I uninstalled the drivers and re-installed them and found that I had no trouble drawing my normal down speeds again. I disable my Bonjour service, which I've heard automatically "updates" your drivers but still found no luck. I've tried everything from A-Z and still can't find a solution. Currently, I ordered a new wireless card to replace the stock one (because it sucks, regardless of the driver issues), but the Ethernet is STILL giviing me problems. Going to try refreshing the OS after I post this... Someone please help!

GPU: Radeon HD 8650G (shared graphics)

RAM: 12 GB DDR3

Wireless Adapter: Qualcomm AR9485 (worst adapter ever btw)

Hard-Drive (mechanical): 1 TB HD @ 5400 RPM

Update: Did a refresh and it took me back to Windows 8. Ran a speed test and pulled 21 mb/s on Wireless on the first test and 10.19 on the second, without checking to see if drivers are up to date. Going to restart it and see if it decreases continuously again.
