Question make Notepad/Windows like firefox

If I open a text file, in both firefox and in notepad, the scrolling is continuously smooth in firefox whereas in notepad it breaks up. This in general true in any other windows application, like R studio, chrome, etc. How do I make scrolling in windows as it is in firefox?

Go to Control Panel, Mouse Properties, Wheel, see whether changing settins here will help.

If it did, I wont be asking here.
This is not a particular problem in my pc. It is a general windows feature. The way scrolling is implemented in windows is not the same as firefox.
Just open any text file, in notepad and in firefox. The scrolling in firefox is in a completely different level.
I want to implement the same thorughout windows if possible.

You can always petition MS thru their Feedback app for that, or post on their forums.

For me, there's no difference in scrolling (or expectations) - Notepad scrolls a line at a time, while Firefox does not have such notion.
