[SOLVED] Make PC quieter/Best CPU cooler under 155mm height

Hello guys, I have a PC with an AMD Ryzen 2600x, an MSI B450 Pro VDH Max and an MSI GeForce GTX 1660 super in an Aerocool Midi Rift White case with the preinstalled Aerocool 120mm as an exhaust back fan and an arctic P12 120mm as an intake front fan. Now, my system is pretty loud, especially under workload when the CPU temp reaches about 80 C, probably because I use the AMD Boxed CPU cooler.
So how can I quiet my system down and lower the temperature, should I:
  1. Buy quieter and more efficient case fans (or just more of them),
  2. Buy an aftermarket CPU cooler (Air or AiO), my budget is up to 70$, Air cooler should preferably be black und smaller than 155mm because of the case size. If an AiO is more efficient or quiet, I could only place it in the front (up to 360mm, probably a bit overkill) or on top of the power supply and hard drives (240mm),
  3. Do 1. and 2.,
  4. Just adjust fan speed curves and deal with it?

It depends whats making the noise. If you CPU cooler is the loudest thing then swapping case fans wo't do anything. If it's your GPU fans swapping anything out won't help.

Air cooler wise I have 2 options, one is under and one is over budget by about $10 either way depending on how much aesthetic means to you. Both are under 150mm

It's the CPU cooler everything is relatively quiet until I plug it in and especially under load it turns up.
