Make Standard user lock down in specific time?

So I want to lock down a user account in a specific time or anytime that he'll not able to access the PC until morning, cuz my cousin been using my PC until midnight like there's no end and he'll just use it until 1am or 2am then sleep after.

Parental controls in your router.

If this is Windows 7, you can control it using parental controls:

As long as your cousin has a different user account, you can limit it. Or you can create another account for yourself instead.

Hey thanks for bringing that up. I had completely forgotten about that feature and was going to suggest something completely different. Lol

In that case, it is under Settings / Accounts. It is more complicated in Windows 10, because it gives more options.
