Malfunctioning of pelitier

I just bought a pelitier unit tec1-12706 and I have powerd it with 12 v 5 amp regulator but unfortunately the unit doesn't shown any reaction still now
I don't know whether the voltage and amp are correct or the unit got damaged
How to check it ?

You're undervolting it a bit and that undervolting could be enough to stop it's normal operations.

According to the specs, it needs 14V @ 6A to work,
