GTX 1080 ti (Never over 60 Degrees) OC with GPU Tweak II, using gaming mode on 106%

I have two screens
BenQ GL2450HM (24", 1920x1080)
LG 34UM94C-P (34", 3440x1440)

I also run the programm f.lux which can decrease performance. However it's not the root of the cause.

I have many problems and I think they are related. (Maybe the motherboard?) Also since they are all extremly irregular, I hardly can debugg them, since they appear so randomly. The only constant is that everything is getting slowly worse.

My problems are as following:
- I can't use my evo 960 m2 as a boot drive
- Several gaming issues
- Disconnecting of USB devices. Sometimes ports, sometimes all devices, sometimes just some.
- Chrome slow on start up

Can't use my evo 960 m2 as a boot drive
First and foremost I would like to just reinstall windows. If I can reinstall it on the m2 the other problems might go away. I can use it as a drive and put data on it. I can't choose it as a Boot drive in BIOS. I used an adapter to put it in my lower PCIe 3.0 x16.

I found in the internet both pages on which say the series of the Mobo is to old for m2. (But I can still use it as a drive?) And others that said it's possible. I tried to update the BIOS. It told me it was succesful but still showed the old Version number (1603). I have tried every tip on the first two pages of google on how to do it. Be aware that I just could follow the instructions, not really sure what exactly I was doing.

Gaming issues:
Lowering Graphics doesn't have an impact on the following in ALL games. And I feel the longer my pc runs 5+ hours it gets worse.

All my games don't work correctly. Overwatch is capped at 59 fps and occasionally drops lower(And therefore is unplayable). Sometimes I can play the game almost like normal on 59 fps. Sometimes it's unplayable on 59fps due to a weird recurring stutter every other second.

League shows about 144 FPS. Occasionally it drops about 40 fps every other second. Which leaves me with a weird stutter.

Pubg (not considering the faulty patches) Has forever to load on the first time, usually until the plane reaches the end. After the first round it's extremly swift. It's either locked on 40 FPs in both Windowed Borderless and Fullscreen or hovering around 60 never going over it. But on Windowed (Classic) it has at least around 70-90 FPs on Ultra. And is playable, apart from accidently clicking on things behind the screen.

Divinity: Original Sin 2 (Similar like Diablo) Has also started to get FPS drops under 60. It worked 100% fine when I started playing it a couple of weeks ago.

Fallout 4 ironically runs more stable than EVER. It stopped crashing completly. Like wtf. Also locked on 60 fps though.

I always tried playing with all the graphic options. Including V-sync. All the windowed and borderless options. Also directly in the games, in the games files, with the geforce experience panel and also the nvidia control panel.

Disconnecting of USB devices
Also tried all solutions on the first and second page of google. Like two months after I got my Razer Black widow(Keyboard) with an additional usb port on itself. Bios and the system recognize 2 Mices and 2 Keyboards. Reinstalling, deleting both drivers and devices doesn't help at all. Switching ports neither. The devices can disconnect after 30 min and stay disconnected, so I need a forced shutdown. Or they can't disconnect for 8 hours straight. Sometimes it's just one device, mouse or keyboard. Sometimes it's all devices: mouse, keyboard, mic, headset (Megalodon with own sound card). Sometimes port switching helps. Sometimes it doesn't. I can't force it to come no matter what I do. Extremly hard to debugg. I checked all drivers through sever programs, made clean installs and disabled all of the power shutdown options. Also did I try disabling usb 3 and changing all the usb ports. Currently I am in a phase without any problems. But it will come back like it always does.

Chrome slow on start up
Everytime I start my pc, Chrome is extremly slow on start up. It takes 2 minutes before it's usable. After that it's fine. Reinstalling deleting cache etc. all doesn't help. Maybe it's related to the other things I don't know.
UPDATE: This problem randomly fixed itself after about 3 months....
Well it was for one restart cuz the usb hubs stopped working...
Now it's not working again.

Any help would be greatly appreciated. Since I am really out of ideas.

I want to reinstall windows because I have tons of problems. My 960 m2 isn't recognized as boot device but I can use it as drive. So I can't reinstall Windows and maybe fix all the problems.

Solution
After a little digging, it looks like your board doesn't officially support NVMe M.2 drives. This is probably why you are having issues seeing it in BIOS or the Win 10 install.
Some people *say* that they successfully added NVMe support by modifying (hacking) the BIOS but I would take that with a grain of salt as you could just as easily brick your board.
I installed the newest Version I could get. And it actually is the already installed Version 1603.
I thought I didn't work the last time since the release date in the BIOS is not the same, like the one on the homepage.
That still didn't change.

Ok, I am currently trying it out.
I just reset the bios via f5.

EDIT: Doesn't work sadly, USB devices still disconnects and games are still low performing.
 
The USB disconnecting could be the devices, not the computer. It could also be the device manager power settings.
What do you mean by 'the fps is locked'? Have you fully uninstalled the drivers (including any GPU tweak programs), deleted the program files so no configs are left around, and reinstalled just the drivers?

Also, try to clear the CMOS, not just reset the BIOS via f5.
 


I checked the devices on my Notebook, there was no problem.

I just checked again and all the device power settings are disabled.

I mean that the fps won't go higher than 60 unless on PUBG or league of legends when I go to real minimized, not borderless minimized. Even though the game settings and the settings in both the nvidia control panel and Geforce experience are on a custom number/max/auto or any other option. V-sync off or on doesnt' really change something besides the bad influence on performance.
Occasionally it's 59 instead of 60. But then still the same story. And sometimes it drops down a little to 56(for example), in overwatch... But in the last few days the fps never was any issue at all. And it was ok with being locked on 60. It never dropped lower, like it tends to do sometimes.

I did a clean install of the drivers. In the next days I probably will reinstall windows entirely, to be sure I made no mistakes.

I also did reset the cmos now. My razer megalodon headset, with it's own soundcard, stopped working now. And won't be recognized anymore by my windows. Also I can't reinstall it's driver when I do it the razer "proper" way. :??:

Amma try chkdsk aswell. (don't even know what it is yet)

The reinstall didn't work at all. Like 10 Minutes after trying a Game out it already disconnected.
I think I can say for sure now it's not a software issue.

My theory now is that the motherboard is done for. Or could it be anything else?
