Every time I start ME: Andromeda, My CPU usage instantly jumps to 100%. I have tried disabling antivirus to uninstalling altogether, disabling programs in task manager, turning down settings to high, even medium, and still this problem persists. CPU temps stay at an average of about 45-47 C, So I know it's not an overheating issue. I have also tried uninstalling and reinstalling the game to no avail. I also receive a crash some times when I start up saying the "border must be resized with gtx 970 so it failed to start". Any ideas?

I should have clarified, I'm getting 100% CPU Usage all of the time, loading screens and gameplay. I've played for 8 hours straight with this same issue.

Interesting. I wonder how the coding is set up for it? After the initial loading screen I'm only seeing 30% usage on my Ryzen 1700x. I know it's different from Intel's architecture and has more cores but I'm curious as to what the difference is.

One thing I found is the new origin client clogs up your CPU because the new design is similar to an advanced website. You will only lose the fancy social features if you make it go back to the old version.
Run origin in compatibility mode for Windows xp or vista. Then when the client loads it will download an update. Afterwards go into the origin settings and disable "keep origin up to date". You can then disable compatibility and it will keep the old version of origin. I didn't gain any performance from this since I have an i7. But it did drastically lower my CPU usage and temperatures which is what i wanted. If you had an i5 or less this will probably give you a bit of performance back.
Good luck!

Edit: oops, replied to the wrong person. I'll send you a pm

Till now and you ask why 100% cpu usage in games.
I will tell you why.
in the past, they told us i5 is plenty enough for games, i7 waste of money, after battlefield 1, watch dogs 2, don't ask why 100% cpu usage in game which result stutter and bottleneck.
from now on, don't listen to anyone.
i5 dead
i7 minimum for games. (6700K bottleneck watch dogs 2 btw)
6 cores CPU recommended
8 cores future proof

If you run the game in borderless windowed mode it will drop your cpu. This is available in the game menu.

I am having the same issue, but it only started as of patch 1.07 and 1.08 continues to have the same issue. My CPU is technically below spec, using a Phenom II 965, but never did this before hand and was using 55 to 70% of the CPU before without issues. I'm using an R9 390 GPU and yes, I do intend to upgrade to a Ryzen CPU ASAP.

I waited on AMD to come out with something better than the FX series, boy did it take them a while! And now that they did, I'm flat broke... damn you AMD! 😛
