Question Massive FPS Drop Fx 8120 and Rx 580 8gb Sapphire nitro plus

Good evening
i have Massive FPS Drop on my Fx 8120 running at 4Ghz and Rx 580 8gb Sapphire nitro plus
Ram 8Gb
PSU 600 +80
Batman arkham city dont exceed 37 FPS with noticeable lagging
GTA V 12 FPS
I tried everything but i dont know what the problem is
On my Old GPU AMD HD 6770 1Gb batman was running at stable 45 FPS !!!!
I updated the latest drivers of Amd Adrenalin and latest windows update but i cant figure out what is causing this issue.

check cpu/gpu temp and usage during the game?

I tried everything even playing on 720 p resolution but still lagging and not playable
PSU Coolermaster elite V4 600 v230
Motherboard Asrock 970 extreme4
Ram G.skill 8Gb DDR3
GPU temp 35 to 50
CPU temp 65 to 71
No ssd only HDD

I also tried enabling and disabling DVR Gaming mode from registry it helped but after restarting the PC it comes back to its lagging

Your 970 motherboard VRMs may be overheating and unable to supply constant VCore to your FX 8120 especially if overclocked. You can feel the VRMs and if they are too hot to touch you can ziptie a small fan to cool the VRMs.

Otherwise it could be the CPU overheating and thermal throttling since Bulldozer CPUs overheat at 61 degrees C (81 degrees C without offset).
